The Southeast Manpower Tripartite Alliance (SEMTA) represents both union and non-union users and providers of industrial construction labor. This alliance of owners, contractors, and labor has been formed to cooperatively address regional manpower shortages.

The Southeast Manpower Tripartite Alliance objectives are:

• Provide useful information to help manage supply-demand gaps.
• Support efforts of industry organizations such as CURT, local user councils, and state consortiums on workforce related issues.
• Share best practices associated with workforce recruitment, development, and contingency planning.
